definition Keeping the procedural mechanisms that researchers and data custodians must follow when engaged in data sharing and linkage proportional to the degree of risks associated with such practices. Proportionate governance operates in situations that are too variable to be regulated by hard laws (e.g., custom data access requests). It requires that analytical judgments be performed to ensure that the governance mechanisms deployed for a given research proposal correspond to the level of risk it entails. Proportionality is an important cross-cutting consideration across all types of governance that are put in place.
